New engine wiring harness. There may be a bad check valve on the fuel filter, had to pump the fuel up to get the machine started. After that no issues with stop and restart.

Overall lot a bad machine, auto lube not working, but customer has been manually greasing the machine. Loader tower pins, and fuel bleed off need to be addressed. Other than that this is an average condition machine.
